Floyd Kephart, the head of New City Development LLC, had been allowed to act as the middle person between the City of Oakland and County of Alameda - well that unbelievable situation changed today. In a closed session meeting marked by expressions of displeasure with the pace of the process on the part of some Oakland Councilmembers, Floyd Kephart, who was not present, was removed from his position as middle negotiator and replaced by Oakland planning director Claudia Cappio. That Kephart, who has a proposal that will allow him to buy a portion of the Raiders and get public money to do it, was allowed to have such a powerful role speaks to how badly this has been handled to date. The question is will we, the City of Oakland, be ready for the August 11th NFL Owners Meeting in Chicago? Right now the answer is no. Also the City still has not asked me about my proposal.
