NFL Commissioner Roger Goodell, accompanied by NFL Executive Vice President for Business Affairs Eric Grubman at the NFL Press Conference after the special meeting on Los Angeles Opportunities, said that Oakland has not to date submitted a "viable" plan, and in response to my question on the City of Oakland and County of Alameda. There's still time for Oakland to do a "viable" plan, but this is August going into September, and the relocation filing deadline may be moved up. As to my proposal that Oakland Raiders Owner Mark Davis asked me to submit, it's an idea that's not backed in such a way to make it a true action plan.
