Rudy Guiliani Says Donald Trump Will Make A Stop And Frisk America #RNCinCLE For those of you who don't know, Rudy Guiliani was Mayor of New York and instituted a policy called "Stop and Frisk", where people could be stopped for all kinds of things from public urination to graffiti, and 82 percent of the stops lead to no fines or convictions. And the stops were disproportionately against blacks and Latinos. So here, Rudy Guiliani says Donald Trump will make America safe like Rudy made New York safe. That means Stop and Frisk Nation. Wow.
